U.S. FCC February 2024 TCPA Declaratory Ruling (FCC 24-17)
On 8 February 2024, the U.S. Federal Communications Commission issued a unanimous Declaratory Ruling confirming that voices generated by artificial intelligence or voice-cloning models qualify as “artificial” voices under the Telephone Consumer Protection Act (TCPA, 47 U.S.C. § 227).
Under this ruling, initiating outbound voice-cloned calls to residential lines or mobile numbers without prior express consent violates federal law even when no money changes hands, giving the FCC and State Attorneys General direct statutory authority to prosecute callers and block originating voice service providers.
